Administer Preliminary Claims

Click the menu button, then Claims from the Administration list, then Preliminary Claim to display the Preliminary Claims module. Create and edit preliminary claims as described here. If you do not see the link, contact your ESL Office administrator to make sure you have sufficient permissions.
